Costs & rules

Set costs per market or region

Group destination countries into markets and give each one its own shipping and return costs.

Updated June 30, 2026

Markets group your destination countries into regions so you can apply different shipping and return costs to each one. Your Shopify Markets are imported automatically. Adding region-specific markets is a Pro plan feature; on the Free plan you can still set the costs that apply to all countries.

Steps

  1. Open Cost rules, then Markets (/app/costs/markets).
  2. Review the markets already listed. "All countries" is the catch-all that covers any country not placed in a specific market.
  3. Click Add market.
  4. Give the market a name. Customers never see it, so use whatever makes sense to you.
  5. Pick the countries it covers. A country can only belong to one market at a time.
  6. Click Add market to save.
  7. Open a market to set its costs. Use Shipping costs and Returns to add rules that apply only to that market. You can also rename the market or change its countries.

What you should see

The new market appears in the list with its country count. Orders shipping to those countries then use that market's shipping and return rules, and everything else falls back to "All countries".

Tip

Each order is matched to a market by its ship-to country. If a country is not in any specific market, the order uses the "All countries" baseline, so set sensible default shipping and return costs there first.
